Established in July 2002, ODC Synergy brings industry knowledge, expertise and experience to Owners, Designers and Constructors who want to benefit from the rapid changes and innovations in our industry with regard to project delivery. These changes include more widespread use of design-build, CM at risk, public - private partnerships, and more complex project procurements where added services such as operations and maintenance, project finance, and ownership may be included. Such delivery methods are now available to most state and local governments, Federal agencies as well as the private business sector.
The name, ODC Synergy, represents our message that great results in delivering capital projects can be achieved from creating synergy between Owners, Designers and Constructors. We are an advocate in creating that synergy and supporting our clients to achieve those great results.

Chuck Williams, President & CEO
Chuck is a recognized national leader and professional in design build, and has contributed significantly to several major design and construction firms transitioning into the design - build marketplace. He has performed design - build and other alternative delivery projects for 30 years in both the private and public sectors. Chuck has developed numerous design build teams, led and won pursuits, and managed both small and large projects in civil infrastructure, general building, industrial, and technology areas. Previously in his career with Bechtel, CH2M Hill, Black & Veatch and HDR, he contributed to their project and business success, most recently as Chief Operating Officer of HDR Design - Build Inc.
Chuck is a designated Design - Build Professional by the Design Build Institute of America (DBIA) and a Certified Project Management Professional by the Project Management Institute (PMI). He is the founding President of the DBIA Mid-America Chapter and serves on national committees. He has a Bachelors degree in civil engineering from Villanova University, PA, a Masters degree in economic systems planning from Stanford University, CA., and is a registered professional engineer. Chuck is a regular speaker at several national and regional professional conferences.
